With reference to the telegrams as per margin, on the subject of 4 Officers and 61 men of the Russian Torpedo Boat Destroyer "Burni" who arrived in this Colony on H.M.S. "Humber" on the 22nd ultimo, I have the honour to transmit for the signification of His Majesty's pleasure an Ordinance to regulate the Internment of refugees belonging to the Russian and Japanese Forces, which was passed through all its stages at a Meeting of the Legislative Council held on the 15th instant.

2. I enclose also a copy of the usual report by the Attorney-General and copies of the Regulations made by me in Executive Council immediately after assenting to the Ordinance.

3. I take this opportunity to transmit for your information a copy of a Memorandum of arrangements for the charge of the Russian Officers and men from the Torpedo Boat Destroyer "Burni", which after consultation with Major-General Villiers Hatton, I issued on the 5th instant to Colonel L.F. Brown, now temporarily in command of the Troops in South China.
